      1. Federal Structure:

        • India adopts a quasi-federal structure where powers are divided between the central government and state governments. The distribution of powers is enshrined in the Seventh Schedule of the Constitution, which delineates subjects under the Union List, State List, and Concurrent List.
      2. Division of Powers:

        • The Constitution clearly defines the subjects on which the central government and state governments can legislate. The Union List includes matters of national importance, the State List covers matters of local or regional significance, and the Concurrent List includes subjects on which both levels of government can legislate.
      3. Residuary Powers:

        • Residuary powers, i.e., matters not explicitly mentioned in any of the three lists, are vested in the central government. This ensures that the central government can address unforeseen or evolving issues that may not have been anticipated during the framing of the Constitution.
      4. Independence of Jurisdiction:

        • While there is a division of powers, the independence of jurisdiction ensures that both the central and state governments can function independently within their spheres without undue interference. Each level of government has its own executive, legislative, and financial domains.
      5. Inter-State Council:

        • The Inter-State Council is a constitutional body designed to facilitate cooperative federalism. Chaired by the Prime Minister, it includes Chief Ministers of all states and Union Territories, as well as central cabinet ministers.       6. Emergency Provisions:

        • During times of national emergency, the President can assume additional powers, effectively shifting the balance towards a more unitary structure. However, such provisions are intended to be temporary and are subject to constitutional safeguards.

      8. Role of Governor:

        • Each state has a Governor appointed by the President, representing the Centre in the state. While the Governor is a constitutional head, they must act in accordance with the advice of the Chief Minister and the Council of Ministers in the state.
      9. Conflict Resolution Mechanisms:

        • To address conflicts between the Centre and states or among states, the Constitution provides for the adjudication of disputes by various bodies, including the Supreme Court, Interstate Council, and the President. These mechanisms aim to resolve disputes and maintain the federal structure.
      10. Evolving Nature:

        • Centre-state relations in India have evolved over time. While the initial years saw a more centralized approach, the trend has shifted towards cooperative federalism, emphasizing collaboration and joint decision-making between the Centre and states in recent years.
